Functional foremanship in Agriculture: redefining the role and functions

After my new job as Agricultural Scientist, my mentor asked me to read the origin and evolution of ICAR to understand how we become. I went beyond and looked at how agricultural research and extension evolves over period. Let me spare the readers from the long history. But the recent developments had put me clueless about where we are heading. Researchers and academicians are meant to be knowledge creators in the society. Agricultural knowledge and information dissemination are left to the cadres so called extension agents. But new directions redefines the roles and functions. Researchers, academicians, agencies, institutions irrespective of their defined role, functions or mandates are pushed into extension.  Are we heading in a right direction?

Management principle of “functional foremanship” advocates the right man for the right job. Instead of strengthening the extension system are we just filling them with fillers?
